REPORT ON FINANCIAL AIDS GRANTED BY THE PELLE FOUNDATION TO YOUNG CAMEROONIANS

Academic Year 2005 – 2006

Donation Received

This year, we received the sum of Fcfa 2,143,880/=. (Details will follow).
Beneficiaries: 32

The Beneficiaries:

  • Like in the previous years, students who benefited from this year’s donations are youth with financial difficulties. The additional step we took this year is the fact that we sponsored two secondary school students and one student from an English speaking family. The other beneficiaries remained the students in the Yaounde University I and Yaounde II (Soa). We are focussed on maintaining in our selection criteria diversity in region, sex and field of study as much as possible.
  • The help destined for biology students did not succeed well. We faced difficulties to get beginners in biology and when we found some, they did not present acceptable applications. However, an amount of Fcfa 112,000/= (equivalent to $ 200/= at the time of the exchange) was allotted to a student who was starting her biology studies. Unfortunately, we had to discontinue this help to this particular student because we realized that the assistance she had received was used for the medical treatment of her sister and other family issues. This ties in with the question of follow up in the assistance given out.

The Main Challenges

  • It is not easy for the students to compile their application. The required process in our public universities is inefficient. At times, students have to spend money to obtain documents, which are rightly due to them right. The amount of time required is in itself a discouraging factor to most. Wicked lecturers and administrators at times, deliberately hinder students from obtaining desired documents. We had to assist two students, who were not able to obtain recommendation letters and transcripts despite the fact that their examination dates were approaching. They had to pay money to sit in for these exams.
  • It is challenging to pick out those who really need assistance. The student world here, has acquired expertise in corrupt practices, which affect the moral behaviour of Cameroonians at large. It is very delicate to give a scholarship to a student on the basis that funds are available. Complete financial assistance, like the ones for biology students, require that a student be identified before hand, is well known even in his or her social context by at least a member of the Association. It is also necessary that there is a kind of agreement between the student and us and that the student in question understands and accepts the terms. Only in this case can our assistance be given out without risks. Helping in the African context has become very ambiguous. We need patience and perseverance in the study and follow up of each case.

Prospects

  • There is need for a better management of donation in Yaounde. We have to put in more efforts and time. We will try as much as possible to give importance to the documentation of files and to all paper work of transaction (upstream as well as downstream of the process). We could also encourage direct contact between the beneficiaries and the management of the Association (and even with the donors) to let them have first class exchange of feelings and views after the completion of the support period.
  • For the students schooling in Yaounde, we would advocate that accommodation at least, be included in the help. Most of these poor students patch up with friends. This does not help their psychological stability, which is necessary for them to organize and dedicate themselves completely to their studies. We go ahead to suggest that the Association could get one or two rooms from a well-known landlord, pay the rents and allocate them to the students considered to be in need. Obviously, from students accommodated, we would expect a fair academic performance as well as a good moral lifestyle.
  • It is our suggestion that it be mentioned in the application forms, the importance of communicating school results at the end of the year for which assistance was received. We have tried to get result in the past from those who benefited with limited success. This will put us in the picture of how valuable is our donation.
